Usopp (ウソップ, Usoppu) is one of the main characters of the arguably most popular (in Japan) Shonen Jump series One Piece. He was introduced as the third recruit of the Straw Hat Pirates, formed by the ship's captain Monkey D. Luffy. The 19 year-old sniper is known as a notorious liar, although much more so before the two-year timeskip (which began somewhere around 2011). The figure being reviewed was released a year or so after the anime adaption of the first part of the timeskip, but even so it's the first one of the One Piece World Collectible Figure series to show off the new design.

The Review!
Since the figure is so small and limited in terms of accessories, this review will be shorter than usual.
Usopp comes in four parts out of the box: His head, body, base, and stand. The stand being blue seemed quite odd to me at first, but it somehow really does match.
Even with all that hair, Usopp can actually stand upright on the base without the stand!
The stand inserts into the bottom of Usopp's... ponytail? Yes, let's go with that. I guess a little more security never hurt anyone.

And just look at that hair! In my short time of anime figure collecting, I've never seen such realistic hair on such a small figurine (or on any figure, for that matter)! Kudos to whoever though of that, it really works here.

Most of the tiny details were executed well, too. There were no errors in the facial features, and other than a small, black dot smack in the middle of his abs (which I thankfully removed with a toothpick), there seems to be no smudging on the skin, either.
There are flaws, however. Now, I'll try not too be too harsh on this figurine due to it's small size (which must have been a pain to paint by hand, if that applies to this figure series), but there was some moderate smudges on either sides of Usopp's headphones, although the other side wasn't as bad.

The figure itself was hard to disassemble for this review, as well. But then again, why (other than for the reason I did) would you want to disassemble the figurine in the first place? Actually, the completed figure fits perfectly in the box it came in.
Conclusion...
So there you have it. This figure is pretty high quality for its size, but nothing spectacular. It is very accurate to the character, though. There have been other chibi versions of the character I've seen that aren't as bold looking, yet this figurine doesn't sacrifice cuteness, either. There are minor flaws in the figure and you can't do much with it, but this isn't a Nendo we're talking about.
If you're into Usopp or need a little something not too extravagant to add to your One Piece collection, I'd definitely recommend buying this product.
